I am currently going through a divorce.  My wife has been diagnosed to be ptotentially bi-polar yet she ceased treatment.  She has had bouts with prescription drug addictions and the courts continue to give her custody of our children, despite the documented health issues and violence.  Is there resource that can help me to ensure my children's safety?

Sorry to say, if you've documented the violence and your observations of her parenting, and the court has not reacted to these data, then I don't know what you could bring before them.  Though it's a far, far cry from what you're asking for, you might take a look at some resources on divorce that  I think are useful generally, and find perhaps find some clues there.  Look for the Divorce items halfway down this page on my site.
